In the list of penalties from the European Championships, there are 2 countries which got a -0.5VP penalty for 'miscounting'. Does anybody know what they miscounted, or what it means exactly?

Not sure, but if I had to bet, it is for beginning an auction/play of a hand when not holding 13 cards.

rec.gmes.bridge suggested that this penalty was related to mechanical scoring errors. (Reporting a contract that made 4 tricks as making 3, that sort of thing)

I suppose it might be a translation problem, but I would call that "misscoring", not "miscounting". Failing to count cards at the beginning sounds more plausible, and someone in the r.g.b thread mentioned it as a possibility (but maybe he read it here first -- it always gets confusing when people post the same question in both places).

3.3 Penalty for miscounting
If any player looks at his cards before counting and has 14 or more cards the
board is "fouled". The offending side will be penalized ½ VP for each occasion
