Playing in the 1st round of a total points national ko competition my partner opens a weak 2♥ (5-9) 6 card suit. RHO doubles.

Although it could turn out badly if partner had nothing in the minors, I felt that it was worthwhile trying to improve the contract. (I now have doubts about this)
Question 1. Should I bid or pass?

I believe it is normal to play a new suit response to a weak 2 as forcing. However, if RHO doubles, there is an option to redouble with a very strong hand. otoh I am not sure what I would expect partner to do if I were to redouble with a strong 2 or 3 suited hand.
Question 2. Should a bid of 3♣ after the double be taken as forcing or non forcing?

In the event I bid 3♣ not sure how partner would take it. LHO then passed and partner bid 4♣. I have 3 small spades and since LHO did not support spades, I thought that partner could have 3 small spades also. otoh if partner felt she could have passed, then I might assume she has 4 clubs and so very much less likely to hold 3 small spades.
Question 3. Have I stuck my neck out enough already and pass or should I press on to 5♣?

I'm going to pass first, and double everything they bid. V my partner should make it when LHO passes, and when he bids, they'll probably go down. I don't see game for us immediately so start to penalize them. RDbl would rather be SOS imo.

2. Should be natural, forcing.

3. Pass. Too much of a chance for 3, maybe even 4, losers.

If you were NV, it would be another story. Maybe laterzzzzzzzz

1. Pass. At mathchpoints I would redouble but at this scoring I don't want p to doubl 2♠. Improving the contract is no use, 2♥ must be at least as good as 2m and besides, "no double, no trouble".

2. Natural, non-forcing. This call is often lead-directing but could also be a contract improvement.

3. 5♣. Vulnerable games are worth a lot at this scoring.

dbl if they bid 2S
2) Non forcing
3) I would go for gold, i.e bid 5

This is a question of partnership agreement.
How I would handle this:

1) Pass, of course: you don't want to play in a 5-1 fit at 3-level while you know about a 6-1 fit at 2-level

2) After a double, I play SOS redoubles, so I still believe you have to pass. I think 2♥ is makeable! With a void ♥ and a weaker hand, I may rdbl for sos.

3) For me, 3♣ promises a good suit (6+♣) and opening values. You are stronger than promised but you don't have the suit you promised. I don't know what you have to do after 4♣ because I will never be in this situation. 3♣ is forcing imo, so you forced partner to bid. Now you have to guess.

Hmmm

I would have though that Redouble = business is standard.

If you play VERY undisciplined preempts where partner will frequently have a 5431 shape or some such XX = SOS might make sense. However, I suspect that a business redouble makes a lot more sense playing standard preempt style.
