Well, I don't see here any problem. I have maximum for 3♥ bid, two hearts aren't great BUT it is a fit. After partner starts cuebidding, I have to cuebid as well (it is strange that he is cuebidding, but 4♣ cost nothing).
1♥ - 1NT
2♥ - 3♥
3♠ - 4♣
4♦ - 4♠
(if no 4♦ bid an easy 4♥ - unless you cuebid only aces)
I would be avaiting hand with diamond singleton or void. Partner has to have a superb hand and after 2♥ (11-14), it could be only with some void (or singleton). And from my hand it is obviosly ♦ (why the opps are not bidding? on 9-10♠ or 10-11♣)

I will bid 4C as a mild cooperation, if it
could be a single, I would bid 4H.

Both 100% 3♥ or even 4♥ rebids over 1NT. Would you have wanted to miss game if responder had this hand with one less honor?
3♠ is looking for the best game between 4♥ and 3NT. I bid 4♥.

4S is best, but it does seem reasonable that 3S is only suggesting 3N, not 4S. Any opinions on how we could keep 4S in the picture? What would 4m mean by us now, given that we're not headed towards slam?

Given opners hand, I do not understand 3H,
I think 2NT showing the bal. hand with 10-12
is the normal bid.
After you have discovered a "fit" with 3H, there
is no way, playing natural methods, that you
can introduce spades.
Why should opener even bother?
He knows, that there will be at most a 7 card
fit.
4m is a cue bid, similar to 3S.
