4 of major or 3nt?

Assume 3 card major suit support.

Another post brought up an old issue, what hands should be played in 4 of a major and what hands should be played in 3nt with 3334 shape. Does MP or Imps matter?
Does having more aces and kings mean bid the suit contract and having mostly QJ hands mean bid 3nt? What about mixed hands?
