Is this an automatic 3NT?
What is the minimum in 2nd hand and in balancing to bid 3NT with a balanced hand and NT distribution.
(planned to bid 3NT on this hand, but RHO came in with 3)

Just my opinion, I don't know if there is a consensus:

I wouldn't bid 3NT on this hand in the direct seat. I'd want another queen.

This is a minimum for a balancing seat 3NT.

For a direct seat 3NT I am a J short, but woudl probably bid it anyway.

As a reopener I would bid it with less, 13 or so. But that depends on what should you expect from partner if he made a move.

I agree with Fluffy, I think it is very close in direct seat and I might very well bid 3NT. I guess that in balancing seat you have no choice but to bid 3NT, but somehow I feel less confortable with my clubs in front of the preempter.
Please note: I am interested in boring, bog standard, 2/1.

I would gladly bid 3N in direct with this. KJx is clutch. In balancing seat it's a worse hand but has more safety (RHO passed). I would bid 3N if the HQ were the HJ in passout.

I have seen a similar auction on Vugraph from the Netherlands this weekend.
There they bid 3NT in 2nd seat with 15 HCP. (I'm not even sure if he had a single or double stop).
I suppose that first DBL and then bid 3NT shows more or would you DBL first with the above hand if 2 cards Major?
