In a pick-up, or playing standard methods, I'd open 1N (4th seat, but even 3rd)

Comment the second: I'd like to be able to open 2♦
Comment the third, in the absence of a 2♦ opening, I like 1♦. 3♦ uses too much bidding space. Partner will never be able to understand that a heart stopper is critical but we have Spades stopped.
3♦ could work very well if the opps have an eight card major suit fit, however, I'm not willing to give up on a light game.

1N leads to an abysmal 3N. I'm guessing if you open 1♦ you'll play the same 3♦.
Give me the ♦J and I think its an auto 3♦ opener. Pard should bid 3N with a few QT's.

If the opps are very aggressive, they would have already opened if they had some glimpse of a major suit
As for pard bidding 3NT on a few queens and tens, I don't think so. If you don't have the canonical 25 hcp, you need quick tricks, not slow ones.

If partner has a random 10 count I am indifferent about whether I get to game or not.
I really hate 3D even if it shows this hand (not that I think it does) because a major or NT could easily be our best strain, and we may be able to buy the hand cheaper. Feel glad your partner's major was hearts and not spades.
