Penalty double of course, how can this be a takeout when he couldn't double for takeout over 3♥ ?

I would always take it for penalty 100% of the time, and if wrong on to the next hand

I once made this penalty double about 2 years ago and my partner (very surprisingly) pulled to 4S. He went for 800 and then blamed me for making a speculative double (declarer could have made 4H double dummy). Some partners...
Please note: I am interested in boring, bog standard, 2/1.
