This is more or less a random situation, but I'd rather get my zero being aggressive than my average minus being passive. After all, aggression may get me a top, and (over the long run) makes one a tougher opponent.

Very tough problem - but acting at the 5 level rates to be with a marginal hand.
There's a couple of conflicting bromides here: 1) The hand short in the preemptor's suit acts first versus 2) The 5 level belongs to the opponents.
One of the main problems with 5♠ is that if pard has the type of hand you need to make 5♠, partner is probably bidding 6, even moreso since LHO may dive in 6♦ with the appropriate hand.
At other tables, RHO may open with a lesser ♦ preempt. This hand has a routine 4♠ call and can control the auction. Is making 4♠ 100%? Far from it, but its still a routine call.
So I have to guess here and I'm guessing to let them play and stay fixed.

I don't think this hand can make a 5 level overcall, I would bid 5♠ if pd reopens with a double. I pass if he reopens with 5♥ he may have 8 hearts and 1 spade and my 5♠ overcall will kill him.
