With an English partner playing 4-suit transfers I would assume partner had a 4CM, a 6-card minor & (light) invitational values, and would often but not always pass.
With an American pick-up partner & no discussion I would assume 3m is natural & forcing.

With an expert p/u partner and typical no discussion, 1nt=2s can have a lot of meanings but one thing for sure it does not mean spades
