Isn't partner the 3H opener?
In that case I would bid 5D.

About the correct bidding: I'll bid 5♦.

maybe in a pick-up game, but with regular pd's our first and second seat preempts tend to be decent.
Give pd something like AKxxxxx and stiff ♣ and we have nice slam, but maybe I am just dreaming.

in his suit is a downgrading factor, i.e.
pass.
Wish him the best and maybe you have
shamrock (??) to spare.
With kind regards

He opens 3♥ in first seat, followed by pass of RHO and you bid 4♥, LHO bids 4♠ and pd passes and so does your RHO.
Now it is your turn to bid, or pass or do whatever you like.
And there are no passes missing.
