North has a good 16 count, a suit-oriented hand with five good hearts and a weak doubleton spade.

Just because north doesn't know how make balancing actions doesn't mean that balancing NT is wrong. In balancing situations, I usually teach that you should "steal" a king from partner and make the appropriate bid from there. So, if you have a balanced 11-14 and add a king, you now have a balanced 14-17...bid 1nt with stoppers. Here, they have 16 on their own, add 3 and you have 19 with no stopper. This looks like a clear X followed by bidding hearts. When you do this, however, your partner needs to be aware that they need to "give" their partner 3 points. So the south hand should not get too excited by the double-heart bid by their partner.
