Correct meaning of "biddable" suit

These two pages describe GIB bid descriptions.

I noticed that the descriptions of "biddable" are slightly different.

1st page: "5+ cards, or 4 cards + 3 of 5 honors or Ace or King"
This means Kxxx is a biddable suit.

2nd page: "5+ cards, or 4 cards + 3 of 5 honors or more than 4 8421 points"
This means KJxx is a biddable suit, not Kxxx.

I want to know which one is correct.

pretty irrelevant 'cos I have experienced GUBBO do same with Jx.
