Capp / Leb confusion

GIB's double of 2 shows "a likely stopper in both spades and hearts", but doesn't appear to have either. Isn't this meant to be a penalty double (of the majors)?

Normally a double of a 2-suiter here shows 1 or more of their suits. To expect a passed hand to have both suits stopped is asking a lot.
Having neither stopped the double is pointless.
