Surely GIBBO can rebid d after 2S GIBidding

A d rebid would show 5+ length and some hcp. This cue bid is something GIBBO does very often in such cases.

Once again, making a strength showing takeout double has resulted in a bad result, although in this case, 2 is the limit of the hand against most lines of defense. I wouldn't double even playing with an expert partner because the hand isn't good enough. Double when playing with GIB is asking for a bad result since BBO has shown no indication they are working on this problem.

if 17 hcp is not enough, followed by a takeout to a good suit, what is enough?

This is a 6 loser hand with only a 5 card suit (admittedly a good 5 card suit). If partner can't bid over 2, how often do you think you are missing game as opposed to doubling and getting too high or to the wrong contract? IMHO, I don't think any hand is worth making an offshape strength showing bid when playing with GIB.
