severe underbidding by North and East

Advanced (tourney) bots.
I don't agree with North's pass over 2C, but if that is because of system issues, I understand, but that's not what the topic is about. Can East with its 7HCP and 7 card support for partner's suit not act in some way? Also after I reopen with a double, can North really do nothing else but bid 2S?

True. I don't ever recall GIB passing an overcall, then jumping after opener's reopening double. I would bet that call is defined as a hand good enough to have bid the first time.

Yes these are good things to improve. In the general sense I am aiming in the future to more upgrades with a big fit and downgrades with a big misfit, which should fix (or at least improve) a lot or problems, including these ones.
