There is a gap in raising ranges on this auction. 3S is 7-10. 3H is 13-18 forcing to 3nt. Should 3H be just say 11+ forcing to 3S only?

If Gib W would pass at first round, your point may be reasonable.
However it's impossible for you to get such bidding sequences because Gib W usually would like to bid preemptive raise 3♥ instead of passing, it's very difficult for Gib N to have a good chance to bid ♠ suit.
