Actually perhaps we have not to think at an active form for this type of bidding by GIB. It seems as a "strong pass" because N has points (9/10 Hcp by E+16 by S+ 5/6 by W tot about 9 by N).

Of course it should bid 4S, but one problem is it doesn't upgrade distribution further after locating a fit, as most humans do.
Please let me know about any questions or interest or bug reports about GIB.

I think that here it being pass not negatif has to be interpreted as possibility that Gib (with a three-suits) can bid anything but cannot have right informations to decide.
