Haven't seen this topic before, but it's a frequently recurring problem. You open 1m with 18-19 balanced and partner raises to the 3 level. Should you pass or bid 3NT? With the existing range, you have no idea. The hand can be strong enough to make game easily, or so weak there is little or no play. I would say it is best that the range be the weak one where you should generally pass, but I would prefer either as long as opener has a fair chance holding this common hand type.

I like playing it as either "18-19 BAL isn't enough" or "15-17 BAL isn't enough (but 18 is)" (note we play a weak NT, so I do have to worry about that).

I used to play 1m-2m limit+, 1m-jump om "constructive" (the cool new term seems to be "mixed"), and 1m-3m *strictly preemptive* (could be Txxxx and a stiff). Yeah, 18-19 BAL should be happy to pass.

Which jump do you mean exactly?

He means 1C-2D or 1D-3C. Now that GIB is playing 1D-2C as forcing to 3NT, 1D-3C should probably be redefined a 6 Clubs, game invitational.

Sorry, didn't realize this was a GIB-specfic issue; was replying with a "if you're deciding on a system, you should".

Yes, I was referring to what is commonly termed "Criss-Cross constructive" (or around here, "Criss Cross Limit") - 1-3 or 1-2 shows the "missing" range between 1m-2m and 1m-3m.
