Don't understand such 1nt definition for passed seat

1nt says " one notrump overcall-- 2-5,2-5,2-5,2-5,11hcp,12TPs,stop in ."

It seems its definition should be " Unusual notrump overcall -- 5+,5+."
Is it right?

So, 2N doesn't exist over 1? Wouldn't that be nicely preemptive as unusual NT at this vulnerability?

There are so many things 1NT could mean. Weak flannery for example.

But I agree with Lycier that "natural" is not a sensible meaning.

Without other agreements, I would expect 1NT to be a minimum unusual NT and 2NT as being a maximum unusual NT. 1NT showing a balanced maximum pass is the sort of bid that has made GIB bidding infamous.

With agreements, Raptor (5+ in other minor, 4 card major) is a reasonable addition.
