Gib doesn't follow its CC

After 4, the definition of south double is " Takeout double -- 2-,3-5,3-4,3-4,15+TPs".
Since south hand is in line with the definition of this takeout on Gib CC, I am wondering why south Gib doesn't follow its CC.

The south hand has 5 hearts, the double shows 3-4 hearts. I agree it has to do something though whether that be double or 4H.

True, an otherwise normal double shouldn't be limited to a 4 card major but no longer.
