High level double?

Playing BBO moneybridge, all vuln, I hold:

KQTx
AJxxx
Q5
Jx

and open 1H.
Human LHO jumps to 4C,
and Robot-pd Doubles, explained only as "13+HCP; 14+ total points"

Should I treat it as neg double and bid 4S?
Or PASS hoping for penalties?
Or what...?

With that explanation it hardly seems possible to do anything but pass. No guarantee partner has Spades and certainly no safety at the 5 level.

Before I look, I won't be surprised at anything given the horrible methods. They could be cold with us on for a slam.

OK, now I looked. Or tried to. Got to the main site, but when I clicked on the hand link I got a blank screen except for 1 in the top left corner.

Hint about GIB strategy. He pretty much always has a monster for 4 of a minor bids, probably 1-2 tricks better than you would expect from a normal human. So if you are his partner, raise and even bid slam on a whim. If you are his opponent, don't defend on a guess, wait until you have a pretty sure thing.
