1- Normally Gib S should rebid 2 instead of double especially when with 11-bad 14hcp.
2- The definition of double wouldn't be good, normally it shows extra values and shortness in , never be with 11-bad 14hcp or 12-15TPs.
3- 3 says " Free jump raise - 4+,8-hcp,7+TPs", it is not a good definition, where is "jump"? where is " 4+"? Both are impossible.
4- 4 says " 3+,2-,3+,5-7,15+hcp,16-18TPs", where is "15+hcp" ? where is "16-18TPs"? And what's more, it's a bad 14hcp/TPs.
5- I think actually this is a bug since Gib S never rebid 2.

I totally disagree with your notion that it's normal to reopen 2h with 5413 and that double has to show a lot of extras. It's completely normal to double, this caters both to partner having a lot of clubs, and partner having a trap pass of diamonds. 2H should imply 5-5 or some other hands with short clubs worth reopening.

North has enough for a negative double IMO.

If you reopen, double is totally normal. If you have a worse hand still with wasted stiff DK decide not to reopen, you pass it out. You don't bid 2h instead of double because you are minimum range.

For this south hand, South only has bad 14hcp, with bad 15TPs, impossible to have a lot of extra values to make any double, IMO.

I'm saying 5-5 spade/heart should be more common than 5-4 when reopening the auction with 2h as south as opposed to doubling. Your notion that it requires extra values to reopen with double, when only at 2 level, as opposed to higher levels, doesn't have support in bridge literature or among expert bridge players. It is something you have invented, not standard. Read like any article on negative doubles showing how opener reopens with shortness in overcalled suit and support for other suits, basically a balancing takeout double. Don't need extras when still this low. Higher levels need to be more circumspect with the wasted DK, but not that likely you will get in too much trouble at 2 level. Double is better than 2h because it also caters to hands where you belong in 3c, and the ones where partner wants to play 2d-dbl.

Just now I have made some similar hands, surprisedly I found some special Gib bidding rules in this situation.

First, this double has something to do with the length of overcalling suit .
----- When with voidness in :


----- When with singleton in :


---- When with doubleton in


Second :
1- Rebid-2 usually shows 4- cards without 0-1 card





2- Or rebid-2 imply 5-card with any minors.
