Shouldn't the response to FSF be telling something new?

Actually there is an issue on the definition of rebid-3 by opener.
3 says " 4-,5+, 3-,11-16hcp, rebiddable ,12-18TPs,forcing to 3N ".
We would know 3 should show " 5+, 5, 0-3, 0-3,11-16hcp, 12-18TPs, forcing to 3N".
I think such definition is a correct description style so as to let Gib to understand better.

Why does Gib N rebid 3 indirectly instead of directly?
What are its bidding rules here?
