Note that 3 says " Splinter --- 3+,1-,4+,21-hcp,19-22TPs."

Here 4 says " Splinter --- 3+,1-,4+,21-hcp,19-22TPs."

Very interesting, 3 is same with 4.
I am a beginner, I only know there are two sort of difinitions.
First , its definition based on HCP :
3= Splinter raise with 14-17hcp.
4= Splinter raise with 18+hcp.

Second, its definition mainly based on count :
3= Splinter raise with 14-17hcp, singleton in
4= Splinter raise with 18+hcp, voidness in

Now I think it is just time for Gib experts to tell us what choice they would like to make.

1. I have an obvious below-game cuebid. So I make it.
2. Obvioisly this is a bug, but i think your 3=14-17 splinter is just nullo and hopeless. Way to get to the 3 level with no play opposite a misfitting 6 count with wastage in your shortness.

So, you are advocating that say 15 hcp with a stiff just bids 1m-1M-2M, then, same as a 12 hcp 4333? That seems to me to be a way to miss a lot of icy games.

Bidding is an inexact science. Sure mini-spl may occasionally fail at 3 level, but bidding 2 only will miss a lot of games when partner doesn't have enough to invite. Before mini-spl, people routinely jump raised to 3, and still do so on hands where a non-gf spl isn't available. I think if you want to argue against mini-spl, advocating for some other possibly better use of the bid is a better argument than saying that going down opposite min with wastage is the main concern.

In most partnerships I simply haven't used the double-jump splinter. But here is one treatment using both.

Single-jump splinter is EITHER 1) A mini-splinter-will accept a signoff at three of our suit OR 2) A maximum splinter that would have to think about bidding again after a signoff otherwise. Here if partner is willing to stay out of game opposite the mini,you generally can skip the slam try and just bid game.

Double-jump splinter is in-between. A game force but not a maximum.

This is not remotely close to the question being discussed. A jump to 3 or 3 would have shown a suit and are jumps, but not jump reverses.

This would have to be considered standard expert practice if you believe a poll(s),

A clear majority play this as a non-game force splinter bid.

So with an unbalanced 17 count, you would just raise 1 of a major to 2??? Playing strong NT's, you would raise on 4 trumps and a flat 11+ to 14, or a minimum unbalanced hand with 3 trump and shortness. Partner will pass without pause with a flattish 10-11 count or less. You will miss too many games when opener has an unbalanced good hand.

Theere's a big difference between an unbalanced 17 (or 16) and an unbalanced 14.
