The explanation of my 3♥ bid is bizaro: 4- hearts, biddable hearts, 4 spades, two stops in hearts. Makes no sense at all.

Also, if it shows 12+ (i.e. unlimited) I don't understand why my partner passes it. It should want to be in game even opposite a minimum.

There are many descriptions that are equally self-contradictory.

Another point made here many times - GIB cuebids over partner's double way too often. A simple 2H call by N is fine. And the problem is compounded by the fact that GIB has trouble finding sensible rebids after partner's cuebids.
