This is a Gib normal bidding sequence.
2 says " 4+,4+,4+,3-,16-HCP,14-18TPs.".

I think 2 should show exact 17hcp.

I don't see why this sequence should show 17 HCP (not 16, not 18 - exactly 17).

Opener is not balanced, so any sequence involving a NT call is not appropriate.

The first two bids did not show any extras - only the bid over partner's 2 call showed extras. But not exactly 17.
