This is a Gib normal bidding sequence.
2♥ says " 4+♣,4+♦,4+♥,3-♠,16-HCP,14-18TPs.".

I think 2♥ should show exact 17hcp.

I don't see why this sequence should show 17 HCP (not 16, not 18 - exactly 17).

Opener is not balanced, so any sequence involving a NT call is not appropriate.

The first two bids did not show any extras - only the bid over partner's 2♦ call showed extras. But not exactly 17.
