After 2♥, South Gib with 13hcp and 14TPs pass timidly, don't know the reasons.

Agreed, both sequences are egregiously bad. North has nothing resembling a slam bid, and S has to take further action after passing. Your 3H bid was fine.

I hate the explanation of 4♦. Surely, you cannot make that bid with fewer than 4 diamonds. (You could have 3343 without a heart stopper.)
