THe title is from JLogic's sage advice about competitive auctions. The idea is that you can overbid by one level when pushed, but not two. In other words,

Feel free to bid 3S with a min hand and 4S unless it's really a POS.

But if RHO bids 4H you need an actual hand to bid 4S.

Although I don't fit partner with 3, if I did, I don't think the hand is that good a 2-level raise as your suit is so-so and you mightbbe forced to trump Hs with S honors.

So (and again even protected by my initial opening which is limited to 16? 18?) I would not bid over even 3H. Let alone 4...

It is a different story.

You also'have to keep in mind that the 4H bidder can be strong with defence.
