This just looks like it should be a 2NT rebid to me. Presumably in the first case it considers that you are showing extra by bidding FSF and then 3NT rather than bidding 3NT directly.

Agree it's probably worth 2nt only, but FSF followed by 3nt shouldn't show more than 3nt directly. Perhaps one has say 13 HCP with 5 card hearts and wants to find 4H instead of 3nt. Definitely 3nt should have some sort of upper limit though.

I also think 3N by OP (and the several auctions just like his that take up space above) should deny four spades. Certainly, 3N directly over 1♠ should not include the possibility of five spades. (I think the direct 3N should also deny five hearts, but that's probably just me being old-fashioned.)
