robot p dropped the ball here twice. I have no excuse for going down 2 but anyway we were supposed to be in game (I have no obvious way of misplaying 4 and I would have made it perforce). My partner has 12 points and I opened. I know points are not everything but can't it double or bid 3 or something? OK so it decided not to act and now I reopen. Can't it bid 4 instead of 3, which, admittedly, fits ("4+"), but leaves me in total darkness? I'm willing to concede that I should have balanced with 3. 3 over 3 would have shown "19-22 HCP" so I decided against it, maybe foolishly.

... and I can prove it with my usual, flawless logic.

Your double would have been my choice as well, and your point is right on. GIB has a full opening bid and promised exactly ZERO with the actions taken.

Another of the myriad examples showing that GIB's biggest weakness is in acting over partner's takeout double. Although in this case GIB has plenty for a free bid of 3D.
