To be honest first time I saw this was more than 10 years ago, and it was canadian vs US. But my people went creative (Canadiands didn't have so much sarcasm)

I wouldn't be surprised if it's nearly as old as radio use by naval fleets. Which is probably not long after the invention of radio.

Which confirms my supposition, Snopes mentions versions of it from the 1930's, including one involving megaphones instead of radio.
