Teams. E's option, if he wanted to seek game, was a 2 feature ask, forcing to 3 (also allowing you to get out in 3M), in response to which opener would reveal if he had a 4cM, and whether he was max or min for his opening bid.

So should W have upgraded to a 1 opener (nominally 14+ HCP when unbalanced), should E have sought game, or both, or neither? And how close is it for each player?

Playing a strong club at 14+ HCP is too low IMO.

But having said that, opposite a normal precision 2C opener, I would try 2D if I can get out in 3C or 3M.

When you are playing an unfamiliar system, sometimes opponents won't interfere when they should.

Looking at their hands (i.e. without seeing the 4-1 spade split), par looks like 3 making or 4X-1 for them. I can easily see someone asking the following:

I held
Axxx
Jx
AQxx
Jxx

and partner held
KTxx
xxx
KJxxx
x

opposite a Fantunes 2 opener, which was passed out. The diamonds split 2-2, so 3 making our way or 4-1 would have been much better scores for us. Who should have bid?

BTW, without interference, I'd get to 4 playing K-S but not 2/1.

Missing the occasional game is an unavoidable side effect of playing this system. However, you do win on other hands so it's not a dealbreaker.

Holding hearts, I don't mind 2C on the West hand.

I think East should act, mostly because preempting to 3C is advantageous, even if you don't find the magical major game.
