protecting would be a terrible idea. you'll often protect them into 4 spades when they were about to struggle in 2 clubs.

partner hasn't got enough hearts and those few he has are under RHO's club shortage so you won't be able to ruff clubs. partner also has a paucity of high cards.

Pass, when they are in a bad spot let sleeping dogs lie. Partner couldn't find a raise which might be done on 3 card support and a whiff of points, so let it sit.
