Be that as it may, I think that 3S by East is an unnecessary risk. West's failure to bid over 1C or 1N, and both N/S bidding, should clue East in that with a balanced hand and no huge fit, a smattering of values (with which West has probably already placed him) is not enough to move one.

GIB doesn't use the fact that opps have shown values to limit his partner's possibilities; he only has the explanation of partner's bid to work with. I presume (possibly incorrectly) this is a simulation situation for East. When simulating possible hands for West, I wonder whether he eliminates hands that would not have passed over 1:
  • hands that would have doubled
  • hands that would have overcalled 1
  • hands that would have overcalled 1N.

If these hands are all eliminated, most of the possibilities are probably "protecting" hands similar to the one West actually has. If not, East might grossly overestimating the potential for game. Truth is, West actually holds just about the best hand he could possible have on the auction.
