I don't think forum profile pictures are visible to everyone. We have multiple webservers managed by a load balancer. When you upload a picture, it gets put onto the server you happen to be using at the time, but they don't get copied to the other servers. So forum users who are hitting one of the other servers will not see it.

This is why we have the forum attachment feature disabled, it uses the same mechanism.

Yea our (Romania's) biggest pride until he was chased away by our federation. Now he's playing for Germany. He's actually a rather unique player (sorry Zel!).
