GIB is happy to compete to 2S over 1N but not over 2H.
I suppose it is possible information provided by the auction might indicate that 2S is worthwhile at one point in the auction but not later.
Maybe West expects East to deduce that West has Spades, without his having to bid them.
Not a high priority, really, but just one more nail in the coffin for how GIB plays Capp.
