1 - why does GIB reopen with X on the flat 10 count without 4 cards in EITHER major let alone one

2 - why is 2d forcing to 3n lol, what possible hand can I have that i want to game force in this situation?

yes I should read the explanation but It still seems strange

Never mind what possible hand you could have... North's double is defined as 9-11 HCP; 12- total points. Your 2♦ is defined as 11 HCP (not 10, not 12); 12 total points (not 11, not 13). This should not add to "forcing to 3NT".

You might also ask GIB what call he suggests for your hand over his double, since 2♦ is artificial.

According to Jdonn's suggestions,you would send report of this issue to him,can't discuss it,or else I am afraid they are angry with us for sure.
Here,making double is unreasonable.If Gib want to bid,it needs some special convention - double=penalty,2♣=takeout.
Sorry,I can only say these and we would stop discussing.
