people should be tested to see if they are entitled to the ranking they claim.

Not this old idea again!

The problem with this is that there are no objective standards by which to test people. If you quiz on bidding, you'll run into problems because players may not be familiar with the bidding system you use -- an SAYC quiz might fail people who know Polish Club well.

They are tested. Every time that they play.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

You could make a test about disclosure and undo policies.

If people could see that I haven't taken the Spanish bridge jargon test they would know not to pick me from the partnership desk if they speak Spanish only and need to discuss system.

Mini bridge with three robots could serve as a system independent skills test but I am not sure what would be the point.

Anyway I am sure bbo has higher priorities. And anyone can make a quiz on Facebook or w/e.
