Opening strong 2C depends on HCP or TPs?

Don't care about the result.
I have to say that opening strong 2♣ is really spicious.
Gib CC says that the basic condition of opening strong 2♣ are 19+hcp and 23+TPs.
For this hand,is it really so strong? I don't know,but I know there are 19hcp and 20TPs in this hand.
Now,does opening strong 2♣ depend on Hcp or TPs?
