Ridiculous bidding in TPs style

After 2,opener rebid 3 only with 5-card instead of 3 with 4-card.
In the normal situation,openner bidding 3 shows 6+ at least,and then responder should pass since there is only 6hcp with voidness in pd's opening suit.
However responder bid 4 with explanations of 9+TPs,what's its bidding for?
Even with good result,this bidding style is ridiculous.
Does Gib know its best contract in advance?

If East bids 3C over 2H he must have natural Diamonds, else would not have opened 1D. So 3C is clearly a better bid than 3D. X of 2H is another reasonable option if take-out, I think.

West's 4C is described as 4+ Clubs. I cannot construct a hand where West would reasonably bid it with fewer than 5, and I rather suspect that GIB feels the same way. Just a question of amending the description there, I suspect.
