If play 4th suit double,I should make double instead of 2 here.
Now I strongly suggest Gib should play 4th suit double.
The basic meanings :
1- Pass = weakish hand
2- double = promises 5-card with support.
3- raising to 2 = deny 5-card .
4- bidding 2 = 5-card without support.

Any idea?

Isn't West hand just a double?

I agree that dbl should show five hearts, this is called a snapdragon double and is completely standard.

With 4-card support you can bid 3, though, or maybe 2nt if you think that 3 is too rich and trust that partner can understand that 2NT by a passed hand can only be this hand.

If you were not a passed hand it is not so obvious what 3 and 2nt would mean.
The world would be such a happy place, if only everyone played Acol :) --- TramTicket

For this convention is normal to play double as and tolerance. This is called by some Snapdragon.

With a hand like yours it is very strong for a passed hand. By a passed hand some people play fit jumps so 3 would be 5 with a good fit for .

Good luck getting a new convention BBO doesn't regularly add things, they have enough to do fixing things.
