TP for notrump?

2N says " 3+,5+,14-15Tps".
Now,Tps can be for notrump?

A common complaint. Mentioned often and I have recently had similar examples.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

It appears to me that 2N is not natural, which should require HCP, but a conventional raise that is based on total points. Notice that the description shows clubs support and doesn't say anything about stoppers in opps' suits.

If 2N is a conventional raise,it makes a good job.
How different are there between 2N and raising to 3 directly?

The description of 2N says support with 14-15 total points. I'd guess (hope?) that 3 would have shown 11-13 total points.
