Opening 3♥ is very very unreasonable.
As we know that the definitions of 1♥ -- Gib CC says " Major suit opening -- 5+♥,11-21hcp,12-22TPs ".
For this hand,it fully complies with the conditions of opening 1♥ at 1-level.

In this seat at this vulnerability, I like the bid. Notice that this hand, using GIB's counting method, has 11 HCP and 13 total points, so it also fits the 3♥ description. Are you suggesting that the description of 3♥ should be changed to omit any hand that also meets the description on 1♥?

As a preemptive,3♥ with 2 Ace is too strong to open .
Obviously this hand is really so strong enough to open 1♥,orelse please change Gib CC.
3♥ is incorrect description - it could cheat opp,but possibly cheats its partner.

As we know that there are too many hands in which Gib doesn't open with 11hcp.
Maybe it depends on TPs?

Gib N never open with 12TPs,but Gib CC can tell us that it can open with 12TPs at 1-level.
Especially,the bidding style what you like doesn't mean the standard of Gib CC.
