3 says " 4+,7+hcp,8-11TPs,forcing ".
I don't understand what Gib said.
If Gib really has 7+hcp with 5-card ,it should bid 2 instead of passing after 2.
I don't believe 3 is a forcing bid since it is passed twice hand.

To bid 2 over 2 GIB needed 9+TP, having 8TP it passed.

Thus, 3 should be 8-TP ( 6-8 ).

Will be corrected for next version ( passing twice i guess ).

I'd kind of hope that it would bid 2 first opportunity. I don't think it should require quite so much to bid 2.

I don't know if there is a hand with which I would bid 3 given a 2nd chance, since I'd personally bid 2 with any hand with which I'd feel compelled to bid 3 if you forced me to pass the first time.

I don't understand what "passing twice i guess" means in this explanation.

Once there is opening ( for easiness level 1 ) and it goes through GIB's hand it limits the points to 16TP ( once pass , unless something latter is specified ).

Once partner bids something ( Double, natural suit ) and you pass again it limits additionally the hand.
