South 2 = Rescue transfer
North 2 = Transfer made

Yes - either 2S is regarded as natural, in which case a penalty double is alertable; or 2S is regarded as artificial, and so the double is still alertable because it doesn't necessarily show spades / ask for a spade lead (East could be penalizing based on HCPs, for example).

Yes, 2 is regarded as showing willingness to play in spades so double is alertable unless it is takeout.

Not only is it alertable, but it is more commonly played as take-out at top level. And failure to alert could well damage South who might raise with six spades and get doubled a level higher.
I prefer to give the lawmakers credit for stating things for a reason - barmar
