Gib don't rebid its suit after its double

This is a strange hand.
After my responding 1♠,Gib N cuebid 2♣ instead of bidding its long suit 2♥,now no way,I only rebid 2♠ to show my weak hand secondly.
Strangely,3♠ says " ...3-4♠..."?
Why does Gib N not rebid its long suit ♥ ?

Gib neither knows how to bid with a strong 1-suiter which doubles nor how to respond if you double and bid a strong 1-suiter. Use this sequence at your peril.

What is the directed fix? So we check its actually doing that in v34.

GIB would rebid 2♥.

Having 19TP and 5+ own suit it perfectly matches the X+2♥ ( 5+ suit and 18+TP ).
