What made West think this was a good idea?

Yes,2 is out on a limb.
A pity that we don't know the results of other tables at the same time.

One of the problems with 2S is that it does not even provide the safety of promise of a genuine Club suit. So if East gives preference to Clubs he could be raising the level of the bidding while giving preference from one 6 card trump fit to another 6 card trump fit.

It does not seem right to play in a 6 card trump fit in Spades. West might have a 5th Spade but then will have longer Clubs so giving preference is not going to be a disaster (or not any more of a disaster than you are in now).

2N by East in the final pass-out seat should perhaps show preference for Clubs over Spades, but stronger preference for Diamonds over Clubs. That would get you into 3D which is a better spot than 2S despite a level higher.
