What's the standard of opening 2C?
Gib's answer is 19+hcp and 23+TPs.
However for this hand,it has 20hcp only with 21TPs,Why open strong 2? Why does Gib not abide by Gib CC?

Yes, i open this way. It needs to consider that LTC is 4 and this result multiply for 5 must inferior or pair to MW (and i consider only longness too).(Lovera)

Obviously,Gib S's hand is not so strong enough to open strong 2,opening 1 is a only correct way.
