It's denoted as takeout, but East certainly didn't take it out, and this happened across multiple tables!

Yes, it is a 3-suited takeout of Spades. East does not need to take it out of Spades, as West has already done so.
Whether that means that it is correct in the long term for East to pass, that is more of a tough one. Certainly it is positionally very unfortunate, and certainly didn't work out this time.

Passing is certainly a thought, although you would rather play it from your side. We can all wish this was a bad mistake by GIB standards.
