He might since doubling 3 should show at least game invitational values already and the ace of hearts is not particularly useful.
But I would not pass 5.
I follow up with 5NT (pick a slam)

In case a), where South knows 2 of those controls are worthless, definitely yes. I admit it might be harder in case b).

Agree with Rainer South basically denied a double stop in hearts when he failed to bid 3N over 3. Its quite difficult to construct a hand consistent with the double where slam would be less than 50%. The biggest danger I can see it if the spade Ace is missing and they can take a ruff in the side suit (clubs or spades). But even if this is the case they will need to find the right lead.
